The European External Action Service is one of the most significant innovations introduced by the Lisbon Treaty, and constitutes the first case of a non-national "foreign ministry," says Gatti,
but it has not been examined with the care it deserves until now. He looks at the conundrum of external action coherence and whether the Service is a solution, the status of the Service: a
