Covering both theory and practice in public administration and policy, this resource for practitioners and researchers demonstrates a new approach to public administration that can be
accomplished through Big Data database systems. The strategies presented draw on ideas and techniques from quantitative modeling and typological analysis as a way to analyze changes taking
place in administrative systems. Of special interest to researchers in the field is discussion of issues related to theory generators in transition to adaptive administration; several theory
generator examples from the Affordable Care Act are presented, along with other theory generator examples from county government and a teaching hospital. Section 1 provides background on key
