With research and analysis emerging from the Project 985 and Project 211 programs of Renmin University of China, this work examines history and theory surrounding China’s financial reform over
the past 60 years, offering a study of institutional change in China’s fiscal and financial systems. The book, which is the first volume of a projected four-volume set, aims to explain new
ideas about fiscal and financial systems that have Chinese characteristics and seeks to build a new framework for understanding theories that apply to China’s fiscal and financial realities.
Some chapter topics include the ‘closed-crotch pants’ relationship between China’s fiscal and banking systems, China’s tax administration, government accounting and the end of off-budget funds,
the use of fiscal surpluses, and the role of credit quotas in China’s monetary policy. Each chapter is composed of descriptions and evaluations of historical background, chronological
