The 2014 sitting of the conference was inspired by an urge for Baltic countries to establish and join international research infrastructures and their possible participation in a new period of
funding by the European Union. The 21 full papers and 19 short papers cover speech technology, methods in computational linguistics, and the preparation of language resources. Among the topics
are combining multiple foreign language speech recognizers by using neural networks, a syntactic engine for the Lithuanian language, tracing mistakes and finding gaps in automatic word
alignments for Latvian-English translation, bootstrapping a multilingual transliteration dictionary for European languages, the development of the corpus of Estonian adolescent speech, and how
