Insisting that fostering international trade and taking action on climate change are not mutually exclusive goals, Epps (senior trade law adviser, New Zealand Ministry of Foreign Affairs and
Trade) and Green (law, U. of Toronto, Canada) describe what they see as synergies between trade and climate policies that serve the goals of mitigating climate change, deterring protectionism,
and furthering development. They identify these synergies in relation to WTO rules and countries' use of climate policies to address their own emissions, countries' use of unilateral action to
induce other countries to take action on climate change, and multilateral solutions to climate change. They also focus on how those rules are interpreted by the various concerned institutional
