Sixteen papers explore the issue of inter-regional fiscal flows, i.e., the difference between what the residents of a particular region within a country receive in terms of public services and
what they actually pay in taxes to the central government, with a particular focus on the case of Spain. They address the question of the best methodologies for computing fiscal flows and how
to interpret their results through reporting on the experiences of Italy, Belgium, Canada, and Spain. They then consider some of the political and institutional determinants for imbalances in
fiscal flows in Europe generally and in Spain particularly. Finally, they address the relationship between fiscal flows and inter-regional political stability, both conceptually and in terms of
the experiences with the Catalan region in Spain, Qu矇bec in Canada, and Scotland in the United Kingdom. The editors (of the U. de Barcelona and the Institut d'Economia de Barcelona, Spain) also
