The CIA and Kirk McGarvey are called in to investigate a failed mission on the part of al-Qaida operatives to free several prisoners at the Guantanamo Bay prison camp, but first they must stop the destruction of the Panama Canal by a Venezuelan oil tanker rigged to explode and to find a pair of missing Russian nuclear missiles en route to a launch site in the Atlantic.
