This report examines the controversial issue of the adequacy of wage replacement benefits for injured workers in U.S. workers’ compensation programs. To assess what constitutes adequacy, a voluntary panel convened in 1998 to review wage loss studies and models (personal injury, loss of earning, and social adequacy) for measuring benefit adequacy.
