Billionaire Ken Spivak organizes a secret organization called "The Spivak Commission", which is involved in a clandestine attempt to kill Serbian strongman Ivan Maslac, in an effort to change American policy towards Croatia, Spivak's homeland. The plan threatens the life of thousands of Americans through its use of tainted drugs. Is there, however, a Judas amidst the group?
